　　Article 1 In order to strengthen the monitoring and management of the ecological situation, severe attacks on the ecological situation and violations of laws and regulations, urging affiliated companies and other manufacturing planners to implement the ecological situation functions and statutes are based on the "Central Republic of China Situation Guard Law"

　　The State Council's guiding opinions on supporting Hainan's comprehensive and thorough transformation and opening up, and “Regulations of the General Office of the State Council on Enhancing the Situation and Detention Capabilities,” and other related decrees, as well as related regulations, define this facility.

　　Article 2 The situation referred to in this facility defiles the "blacklist" (hereinafter referred to as the "blacklist") for management. It refers to the ecological miracle unit's miracle unit and other manufacturing planners who violate laws and regulations on ecological conditions and related policies. , According to law, record, expose, share to the related information field, and limit their actions, promote them to comply with environmental protection requirements, correct the situation of illegal actions, improve the ecological situation in accordance with the law to monitor the economic management system.

　　Article 5 If the enterprise miracle unit and other planners commit illegal activities, the participation will tarnish the "black list":

　　Article 6 The corporate miracle unit and other manufacturing planners have the following illegal behaviors that should be transferred to administrative detention, and their participation in the situation will tarnish the "blacklist":

　　(1) The construction project has not been held in accordance with the law, and has been ordered to suspend construction and refuse to implement it;

　　(2) Violating the rules of the power order and discharging pollutants without obtaining a permit to discharge pollutants, and being ordered to stop the discharge of pollutants and refuse to do so;

　　(3) Experiencing underground pipes, seepage wells, seepage pits, perfusion, tampering, fabrication of monitoring data, disturbance of active monitoring facilities to discharge fouling, or unusual operation of fouling prevention facilities, such as evading fouling, to discharge fouling;

　　(4) The rest shall be transferred to administrative detention in accordance with law.

　　Article 7 The situation of the corporate miracle unit and the remaining planners constitutes an act of tarnishing the law and taints the law. If the judgement has been effective, the participation will tarnish the "black list".

　　Article 8 If the enterprise miracle unit and other manufacturing planners commit illegal activities in the following situation-sensitive areas, their participation will tarnish the "blacklist":

　　(1) Newly constructed, reconstructed, or expanded construction projects unrelated to water supply facilities and guard water sources in the first-level protection zone for drinking water sources;

　　(2) engaging in cage culture in the first-level protection zone of drinking water sources, holding a tour, fishing behavior, and contamination of drinking water bodies;

　　(3) Newly constructed, reconstructed, or expanded construction projects that discharge polluted matter in the secondary protection zone of drinking water sources;

　　(4) New or expanded construction projects in the drinking water source quasi-guard zone that are strained by pollution of the water body, and the reconstruction projects may increase the amount of sewage;

　　(5) Dumping solid burnt materials in natural protection areas, discharging toxic and unhelpful sewage and waste gas, or setting up new sewage outlets.

　　Article 9 The Provincial Department of Ecological Situations exerts its efforts to tarnish the construction of the track system, monitoring guidance, and information push of the "blacklist" management affairs. The city, county (district) -level ecological situation supervisors work hard to collect information on the "black list", check the list's identification, and make it public.

　　Article 10

　　If the city, county (district) level ecological situation supervisory department discovers one of the scenarios listed in Articles 5, 6, 7, and 8 of this facility, it shall make a decision within 15 business days to be included in the situation to defile the "black list" management. The resolution should state exactly, why, and why. Those classified as economic management will be announced on the website of the genre and copied to the Provincial Department of Ecological Situation.

　　Article 13 The situation is tarnished The "blacklist" has a management period of 2 years, and the "blacklist" is actively excluded after the expiration.

　　Article 14 After the situation has been defiled and the "black list" has been excluded, the information and records of the original violations of laws and regulations shall be retained as honorary files and shall not be disclosed to the public except for cross-examination of the state structure and the implementation of official affairs.

　　Article 15 The competent department of ecological conditions shall adopt the following disciplinary mistakes for the enterprise miracle unit and other manufacturing planners that pollute the "black list" management of the classified situation:

　　(1) Suspend the implementation of related special environmental protection fund support, and probably do not agree to its request for special environmental protection fund projects;

　　(2) In the evaluation and award behavior of the partial ecological structure, the relevant reputation name will not be paid.

　　Article 16 The competent department of ecological situation shall actively enhance the exchange and harmonization of information with related government departments and social structures, and shall, in strict accordance with relevant regulations, promote the management of "blacklists" that pollute the situation according to law.

　　Article 17 If the staff in charge of the affairs of the ecological situation violates the delimitation of this facility, and abuses authority, arrogance, or neglect of duties, the relevant responsible persons shall be investigated for liability according to law and regulations.

　　Article 18 This facility is annotated by the Ecological Situation Department of Hainan Province.

　　Article 19 This facility shall be implemented from the date of issue.
